Medi-Cal, California’s Medicaid program, provides essential health coverage to eligible low-income individuals and families. Administered by the California Department of Health Care Services (DHCS), Medi-Cal offers a wide range of medical services to ensure the well-being of Californians.

What Is Medi-Cal?

Medi-Cal is a public health insurance program funded by both federal and state governments. It offers free or low-cost medical services to children and adults with limited income and resources. As of January 1, 2024, full-scope Medi-Cal benefits are available to all eligible Californians, regardless of immigration status.

Medi-Cal Eligibility in 2025

Eligibility for Medi-Cal is primarily based on income and household size. Here are the annual income limits at 138% of the Federal Poverty Level (FPL):

  • 1 person: $21,597

  • 2 people: $29,187

  • 3 people: $36,777

  • 4 people: $44,367

  • Each additional person: Add $7,590

You may also qualify for Medi-Cal if you are:

  • 65 or older

  • Blind or disabled

  • Under 21

  • Pregnant

  • In a skilled nursing or intermediate care home

  • On refugee status for a limited time

  • A parent or caretaker relative of an age-eligible child

Medi-Cal Covered Services

Dual Eligibility: Medicare and Medi-Cal

Individuals eligible for both Medicare and Medi-Cal are known as “dual eligibles.” In these cases, Medicare serves as the primary payer, and Medi-Cal covers additional costs such as premiums, copayments, and deductibles. This coordination ensures comprehensive coverage and minimizes out-of-pocket expenses.​
